How a State Law Is Made

Walk your fourth graders through the path from an idea to a state law! In this one-page worksheet, students read a short passage about how a state law is made, number the five steps in order, then circle True or False for four sentences.

The passage explains that state laws are made by the state legislature. It starts with an idea, which can come from a citizen, a group, or a legislator. Next, a legislator turns the idea into a bill. Then a committee, a small group of legislators, studies the bill. After that, the legislature votes. Students learn that in 49 states the legislature has two houses and both must pass the bill, while Nebraska has only one. Last, the bill goes to the governor, who can sign it into law or veto it, and the legislature can still pass a vetoed bill with enough votes. The sequencing activity builds a key reading skill, putting steps in the order they happen, with five number boxes.
