Citizens and Government Solving Problems

Show your fourth graders how citizens and government work together to make communities better! In this one-page worksheet, students read a short passage about solving community problems, match three actions to what happens next, then circle the three ways citizens can help solve a problem.

The passage uses familiar examples, like a dangerous crosswalk or a dirty lake, to show that citizens and government each have a part to play. Citizens can speak at a public meeting, write to leaders, sign a petition, or volunteer, like cleaning up a park. Government leaders listen to citizens and can pass a new law or rule, or spend tax money on a solution, like a new stoplight. Students also learn an important limit: one person cannot pass a law alone, but when citizens speak up, leaders know which problems to fix first. The cause-and-effect match helps students see how each action leads to a result. In the circle activity, the wrong choices are common kid ideas, like passing a law yourself or painting your own crosswalk, so students practice telling real civic actions from ones that do not work.
