4. Count the number of whole inches, and then any additional fractions of an inch.

Most rulers show inches divided into halves (1/2), quarters (1/4), eighths (1/8), and sometimes sixteenths (1/16). The longest lines are whole inches, slightly shorter lines are half inches, and so on.
